XPath 3.0 implementation

Core XPath 3.0 functionality is now supported in Saxon-HE. But support for higher-order functions requires Saxon-PE or Saxon-EE.

The version number 2.1 is no longer recognized as a synonym for 3.0.

Complementing the EXPath binary functions, Saxon now supports ordering on the hexBinary and base64Binary types (that is, operators such as lt and gt, the min() and max() functions, and sorting). This is an XPath 3.1 enhancement that has been brought forward; it is available regardless or what language level has been enabled (because it's too difficult to make the support code conditional on configuration options).
